While walking along the canal last week, Alice and I saw this hot air balloon flying down along the canal. It started coming down and we thought it was going to land in the water. It must have been no more the two inches from it. Lucky, it was right in front of the Coast Guard Station if they had need help. It was a nice walk that day. We saw boats and the Bald Eagle flying over the water. We often see eagles; sometimes they dive down to the water and catch a fish. It is an awesome sight.

He's a hot-air balloon pilot and his looks very similar to your picture, only without the red bands. You might have seen him flying it in South Jersey. It is a very quiet ride, and yes you can hear the noise from the ground.
